Ask what their buyers need to evaluate quality and how approval progresses from sample to order. Do not mistake a request for more information for a commitment to purchase. Each additional participant should contribute something identifiable, such as account access, stockholding, technical knowledge, or service capability.
Localize the operating detail
Japanese-language materials should cover instructions, limitations, dimensions, storage, and common questions where relevant. Qualified specialists should review labeling, ingredients, claims, product standards, and import responsibilities for the specific category. Food, personal care, and electrical goods warrant particular preparation. Check how packaging will be handled, displayed, and opened, rather than translating the existing pack without considering its use. Regulatory bodies and product-entry questions
Start with the agencies below to map responsibilities for your exact product, origin, claims, and selling route. This is not an exhaustive list or a determination of current legal requirements. Customs release, product compliance, and retail acceptance are separate decisions; verify applicable national and subnational rules before committing stock.
Japan Customs
Customs classification, origin and import procedures. Other agencies' permissions can be prerequisites for release; customs acceptance is not a substitute for category-specific compliance.
Ministry of Health, Labour and Welfare — MHLW
Imported-food notification and inspection under the Food Sanitation Act are a key food workstream. Medicines and devices use different health-product processes; plant and animal quarantine can involve MAFF.
Ministry of Economy, Trade and Industry — METI
Relevant industrial and consumer-product safety regimes, including designated electrical products under the PSE framework. Scope and conformity routes vary; CE or another foreign mark is not automatic Japanese authorization.
Consumer Affairs Agency — CAA
Consumer policy, labeling and misleading-representation controls within its remit. Japanese food labeling and claims deserve separate review from border food-safety inspection or electrical conformity.
Map Japanese product classification, importer duties, ingredient or material restrictions, and labeling before committing packaging. Electrical products need assessment against the applicable Japanese regime and actual voltage or frequency use; wireless functions add a separate communications question. For food, review MHLW notification and any agricultural quarantine route together.
Trade.gov describes limited store inventory and frequent small deliveries alongside evolving ecommerce and larger retail formats. Ask how many intermediaries sit between importer and shelf, who controls product information and who funds damaged or slow stock. Choose a focused assortment with Japanese-language support and clear replenishment metrics before granting a distributor wide exclusivity.
Retailers, marketplaces and distribution routes

Build an account-level plan: who buys your category, what evidence earns a trial, and who funds promotion, returns, and replenishment? Use the distributor qualification checklist to assess real coverage rather than accepting a list of retailer logos as evidence.
Consumer preferences: what to validate locally
Preferences vary by customer segment, income, location, category, and purchase occasion. Treat these considerations as research questions, not claims that everyone in Japan behaves alike. Validate them with local buyers, current competitor listings, and small commercial tests.
- Test smaller formats and frequent replenishment with the intended urban segment. Limited household or store storage may matter, but larger suburban households and bulk-shopping missions should be researched separately.
- Validate whether detailed Japanese instructions, packaging finish and responsive service improve confidence enough to justify their cost. Do not assume all customers prioritize premium presentation over practical value.
- Separate gifting, seasonal editions and everyday consumption hypotheses. Test repeat purchasing outside a launch campaign and compare regional use occasions rather than treating a Tokyo novelty response as national demand.
Compare equivalent pack sizes and tax-inclusive checkout prices, not just advertised shelf prices. Test language, instructions, product claims, delivery expectations, and returns with the intended customer. Record the evidence and its date before changing the assortment or committing to a national launch.

Common market-entry questions
Does a large GDP mean our product will sell in Japan?
No. GDP measures economic output, not your addressable category or customer willingness to pay. Validate category demand, channel access, realized prices, and the resources required to serve buyers.
Does a retailer listing or distributor agreement settle compliance?
No. Commercial acceptance does not replace legal obligations. Assign importer and product responsibilities explicitly and verify the requirements for the actual transaction with the relevant authorities and qualified advisers.
